A new national analysis of 2000 US Census data shows that the Bakersfield Metropolitan Statistical Area had the nation's fifth largest population increase in high-poverty census tracts during the 1990s. This is in contrast with the study's overall finding that there has been "a dramatic decline in the 1990s in the number of high-poverty neighborhoods, their population, and the concentration of the poor in these neighborhoods."
